These two doctors from Steins;Gate....

Don't they resemble Neil and Eva too much?
Definitely not through their character designs, but their personalities (especially the male scientist) and the dialogues between them are very similar to Neil and Eva's in to the moon.

Also, the story is about time travel. The male scientist tried many, many times to change a certain thing that happened in the present.
Neil tried 30 times to go into his memories(or whatever he was trying to do.)

Sorry to those who haven't watched this cartoon, what I am saying won't make sense.

And no, I don't think a random pair of characters from one work resembles pairs of characters from all other works.
They do wear lab coats, ok. Other than that, there's nothing. Okarin is a chuunibyou, while Neil's seemingly childish behaviour is just him being a jester. Kurisu on the other hand is tsundere, which can't be said about Eva.
They're as similar as any two people in the world. They do share some similarities, because it's hard not to.
You could as well say that Eva and Neil resemble Garnet and Zidane from FFIX. Or Tear and Luke from TotA. And so on.

Tsundere is someone who act cold towards someone but actually loves them on the inside. Example: Sal from Quintessence.

Not sure what chuunibyou means :/

Chuunibyou (中二病) (literally "middle [school] second-[year] sickness)" is, in my understanding, when eighth graders become delusional about their own abilities.

Wait, does that mean that the male main character is not a real scientist? Because at the start I was certain that he was only pretending to be a scientist.
And somehow later on he met a real scientist and got involved in all those things.

But then, he was the head of a science organization in the future.
So is he actually a scientist that's just a bit childish?

In the future many things happened, but in the end we don't know which future will be his own in the timeline where everything was resolved.
So, no. He's a chuunibyou who thinks he's a "mad scientist"

If OP wanna compare anime with To the moon in terms of character similarities between Neil and Eva then Yahari Ore no Seishun is a better example. The relationship between Hikigaya Hachiman and Yukinoshita Yukino is similar to Neil and Eva.
