Title: Looping point

I've noticed that in some music, particularly .oggs files, there are points where the player will jump back to once the track has ended, thus meaning you can have intros in songs. How do I do this? Don't I need to download some special program?

How did you find out? I don't think I ever saw a BGM with a looping point in an RPG Maker game.

Do you mean how some games play an intro, then loop another section? Or do you just mean a looping BGM? If you want your BGM to loop, this requires playing around until it sounds right when looping. MP3s stream, so looping won't work right with them (there will be a short break at the end of the song, it sounds horrible). Use an OGG or a MIDI for any streaming song. If you want an intro, then a looping section, there is a script for that at CA

One of the Positives does that in the RTP, it's the March-like one.
